Discretionary Housing Payments – public consultation

This consultation seeks views on the Discretionary Housing Payments (DHPs) guidance manual that DWP provides to local authorities. The current guidance has been updated following changes in welfare benefits such as the introduction of Universal Credit and abolition of Council Tax Benefit from April 2013. The draft guidance and good practice guide is published below.

The consultation is aimed primarily at local authorities who are responsible for administering DHPs. However, we welcome views from anyone with an interest in DHPs such as claimants, landlords or welfare organisations.

Our youngest daughter has been getting the difference for her rent paid since her housing benefit was cut
She has a ground floor 1 bed flat, so housing benefit only allow the rent for a bedsit as she is 28
So far the discretionary fund has covered the shortfall
It must be re-applied for every 6 months
She knows the time will come when she will have to pay the difference herself, but so far so good

The discretionary will only last as long as the local authorities have funds and with an annual cut from central government the hardest hit areas will run out of funds quite soon. A further 10% cut in money from central government proposed from 2014 - 2015 will probably finish off any reserves local authorities have in time for an election campaign.
