Fairly sure that the winter fuel allowance is paid to all those in receipt of a state pension and, in order to have equality, to those men reaching the female pension age .. was 60, could now be 61.
If receiving state pension, then it is automatically paid - I received my letter a couple of weeks ago stating that it would be paid fairly soon, i.e. beginning of December. If you fall into the between 61 and 65 bracket (sorry have not got clue how old you are, so do not want to assume), then I believe that it is up to you to alert them. Once that has been done that payment will be made and will continue to be made, assuming that the winter fuel allowance is not cut next year!
For those on benefits or low income, there is something called a cold weather payment - when the temp drops below zero Centigrade for a few days, then a payment system kicks in.
This is the relevant web site

Last year we got three payments due to cold weather. I think the temp must drop below freezing for 7 days before its payable. That is 7 consecutive days. If temp rises for couple days, you dont get it.

Alas, no such payment has arrived yet I suspect the govt are only going to pay people who actually die from hypothermia from now on

pm | Re: Winter fuel payments (help) (15th Feb 12 at 3:55am UTC) | | Well im gonna take comfort where i can Plus i feel much happier being one of the little people who is being slowly worn down by govt.
Besides, if i was a millionaire i would only be worrying about the peasants (us little people) revolting. Come the revolution all the fatcats shall be lined up and shot, well perhaps not shot, but lined up. Then we could take a vote on our next course of action
I would naturally vote for shooting them or forcing them to live in run down tower blocks. They could survive by licking condensation off the walls and eating cockroaches. Then get shot
Besides, this is 2012 and according to the mayan calender the world is gonna end in december. Not sure about the exact day.....but dont worry about buying any christmas presents
