Makes my blood boil when I see programmes like Saints and Scroungers and hear about girls who have a number of children all by different "fathers" and then expect the rest of us to pick up the tabs. I just want to scream grrrrrrrrrrrrr

Lone parents will start getting the help they need to look for work earlier rather than stay on benefits, Work and Pensions Minister Maria Miller said today.
Lone parents on Income Support whose youngest child is aged five or over are being informed by letter that, starting from May 2012, if they are able to work they will need to move from Income Support to Jobseeker’s Allowance where they will receive extra help to return to the workplace. Universal credit could trap claimants in poverty
The Joseph Rowntree Foundation found that the government’s flagship welfare policy will fail to encourage people into full-time work and won’t reduce poverty.
The report, based on research by the Centre for Economic and Social Inclusion and the University of Portsmouth, found that many households will be worse off following the introduction of the universal credit.
Researchers found that, while the reforms will encourage people to take part-time jobs of up to 16 hours per week, it will not incentivise people to find full-time work.
The universal credit will replace means-tested benefits - including housing benefit - and tax credits for out of work and low-income households from October 2013. However, the separate means testing of council tax benefit is likely to leave many claimants worse off.
The report also criticises the digital delivery system for universal credit, claiming that the potential for IT failures could lead to backlogs. According to the report, the delivery of the reforms could create an unfair bias against women as child-related support may not reach intended recipients.
Welfare reform has been designed to bring about tougher sanctions for those not seeking work, but the JRF said there should be clear expectations of what job seekers can expect in return.
The report proposes that there should be an agreement between individual claimants and their job centre advisors, rather than a one-sided commitment find work, as currently proposed.
Julia Unwin, chief executive of the JRF, said: ‘The principle of universal credit is sound, but our research has found the actual roll out could unintentionally trap people in poverty and hardship.
‘Universal credit reforms are approaching at break-neck speed, so the DWP must show similar urgency to address the very serious concerns outlined in this report.’
Tony Wilson, policy director at the Centre for Economic and Social Inclusion, added: ‘Successive governments have had chequered histories in delivering major benefit reforms. In less than a year, we will start the biggest yet – affecting more than 10 million families nationwide. This report shows it is not too late to get it right.’
A spokesperson for the Department for Work and Pensions said: ‘Universal credit will help millions of people by making them better off in work than on benefits. People will have their level of benefit protected when they move onto universal credit, and the £300 million spent on extra childcare support will allow more families to move into work.
‘We know that people on low incomes manage their money well, but we have always said we would be flexible with people who might struggle and will ensure they get the support they need.’ | |
